Problem: Lights blinking on and off.
Solution: The photo eye is really sensitive with light. If the timer is getting some light from a light fixture or sun daylight into the timer photo eye it will trigger the timer to go OFF/ON.
Make sure the photocell is not getting light from another fixture. A bright light nearby will cause the timer to cycle on and off.
Test the photocell by covering it with black electric tape.
If covering the sensor keeps it from blinking then it is definitely the light nearby causing the problem.
An analog timer should work in that case.
